The scope of application of ELO is strictly limited to the Smart Border process with the United Kingdom. It concerns roll-on/roll-off (RO/RO) traffic, accompanied and unaccompanied, whether empty or full transport units. ELO will be required for both directions of border crossing : import and export. It allows all information on the load and the references of the customs formalities requiredn according to the flown to be grouped under a single reference materialized by a barcode. ELO will become mandatory on September 1, 2025.
Any actor within your logistics chain, that have the capacity to centralise all the necessary information (customs declarations and information on the goods) for the border crossing may create an ELO. You may change the person responsible to create ELO for each crossing.
ELO is available with a nominative account on douane.gouv.fr, alongside the other webservices.
Multiple people may log into this account but only the account owner is responsible for the ELOs created and submitted for crossing.
ELO services can be accessed free of charge through the French Customs’ website, when logged into a douane.gouv.fr nominative account. The use of an EORI is not mandatory to access ELO webservice, but there is the possibility for operators to associate a SIRET/SIREN number to their account on douane.gouv.fr.
First, you must indicate the direction (UK to EU or EU to UK), and whether the lorry is empty or loaded. Additional information can be entered if part of the goods is under TIR or ATA carnet or subject to SPS or fishery regulations.
If loaded, ELO must regroup all the formalities necessary for crossing the smart border between France and the UK. This includes the references or MRNs of ENS when logged into ICS2, import, transit and export declarations for the European Union. UK formalities (GMR) should not be placed in the ELO.
The ELO creator will be able to monitor their transport unit at each stage of the border crossing : pairing, embarkation, and disembarkation for UK to EU. The disembarkation stage is not visible at EU to UK.
ELO does not allow to consult the direction of a lorry, it is to say whether the lorry is routed to the green or orange lane when arriving in EU.
The current lane orientation system will not be modified. Information regarding the transport unit’s lane orientation is communicated to drivers during the crossing, on special screens on the ferries and shuttles.
Your transport unit may be oriented to the orange lane for customs checks. If the user provides false, inaccurate, outdated, or incomplete information, the General Directorate of Customs and Indirect Taxes reserves the right to suspend or terminate the used douane.gouv.fr account, without prejudice to any criminal and civil liability actions that may be taken.
An ELO which is not paired with a lorry will be purged after 31 days in the application.
You must ensure that the declarations included in ELO are valid for the planned time of the crossing.
You can also generate a spreadsheet from the ELO application, listing all the envelopes created and their status (draft, closed, paired, etc.).
Yes, ELO can be modified before the scanning of its barcode at the ticketing (“pairing”) stage, which happens upon arrival of the transport unit at the crossing infrastructure.
However, once scanned, ELO and the declarations integrated within it can no longer be modified.

Operators must first submit their declarations in Delta G/IE, Delta T, and ECS/SDS, and their ENS in ICS or ICS2. Only ICS2 ENS can be integrated into ELO, and will be required starting September 1, 2025, for trucks loaded in the UK-to-EU direction.
Then, the declaration references must be integrated into an ELO before the means of transport crosses, and the operator must close ELO to verify the existence and status of the declarations. Once closed, ELO generates a PDF with a barcode, which must be presented by the driver when crossing the border.
ELO does not change the process of the SI Brexit, but simply adds an additional interface for economic operators, allowing them to ensure the compliance of their declarations.
